Alcohol regulation varies from state to state and is determined individually by each state. Each state has its own set of unique regulations and rules. However, there are two main models of alcohol regulation, known as open regulation states and state control states, into which each state fits.
In state control states, the state government oversees one or more aspects of the three-tier system within its jurisdiction. State control states account for about 11% of all alcoholic beverage sales in the United States, excluding beer and malt products.
In open regulation states, all parts of the three-tier system are owned by private companies that operate in accordance with the laws.
